Because the ocean is under the control of Krishna

Giriraj Swami: Sometimes Srila Prabhupada would point to the seagulls or small birds that would walk just by the border of the ocean and he would say, "The huge ocean with such huge waves, at any moment the waves could drown the little birds. But still they dare to walk just at the tip of the water. Why?" Then Srila Prabhupada said, "Because the ocean is under the control of Krishna, and the birds know the ocean is under control. It cannot suddenly go out of its boundaries and drown them and, therefore, they dare to walk by the edge of the ocean."
